Technical leadership, system design, proposals, specifications, and delivery across complex systems and organizations.

I have led programs end to end, built engineering, presales, and contracting organizations, and held companywide contract authority. That experience supports both ongoing leadership responsibilities and focused RFP, specification, design, review, and delivery assignments.

Relevant to employers, commercial and enterprise organizations, utilities, public-safety and government agencies, communications and security integrators, federal contractors, technical contractors, and organizations procuring or delivering complex systems.
Choose the scope of work

A specific deliverable or wider responsibility.

Full-time roles, contract and interim assignments, and consulting engagements can draw on the same experience. Start with the scope you need.

04 / INDEPENDENT REVIEW

Bid-to-Build Review

Defined diagnostic engagement

An independent cross-functional review of a live RFP, draft response, specification, proposed solution, estimate, or customer commitment before submission, pricing approval, contract execution, or project handoff.

The central question is whether the requirements, technical approach, scope, equipment, procurement, cost inputs, schedule, and acceptance terms describe one executable job.

Best used when

  • The source package is large, inconsistent, or incomplete
  • Multiple internal groups contributed without one end-to-end owner
  • Vendor quotes, equipment, scope, or schedule assumptions remain uncertain
  • Leadership needs a go, conditional-go, correction, or escalation view

Review areas

  • Requirements, compliance, contradictions, and open decisions
  • Technical feasibility and interface risks
  • Scope, responsibility, procurement, and commercial exposure
  • Delivery, testing, acceptance, documentation, and support gaps
Primary result: A prioritized findings package stating what must be corrected, clarified, priced, excluded, validated, assigned, or escalated before commitment.
05 / AWARD & EXECUTION

Delivery Assurance & Recovery

Diagnostic plus phased support

Independent senior support for awarded, technically demanding, or at-risk work where the proposal-to-project handoff, scope, procurement, vendors, schedule, testing, or customer confidence requires focused ownership.

I can support the internal PM, serve as a technical escalation and coordination lead, or structure a defined recovery effort.

The same integrated discipline used in the proposal and specification should continue through implementation.

Baseline & stabilization

  • Award, proposal, estimate, specification, and contract handoff review
  • Scope baseline, responsibility matrix, and open-decision register
  • Equipment, procurement, vendor, and subcontractor alignment
  • Schedule, dependency, risk, issue, and commercial-exposure review

Execution support

  • Technical escalation and cross-functional coordination
  • Customer, vendor, subcontractor, and executive communication
  • Testing, migration, cutover, acceptance, and closeout planning
  • Recovery governance and decision-ready status reporting
Primary result: A controlled delivery baseline and a practical path from the awarded commitment through procurement, implementation, testing, acceptance, and closeout.
Program & organizational responsibility

Leadership beyond the deliverable.

A complete program, operating function, or contract portfolio requires more than a finished document. These responsibilities have been a substantial part of my work across commercial, enterprise, public-safety, government, utility, and infrastructure environments.

PROGRAMS & PROJECTS

Technical Program & Project Leadership

Business case through long-term support

I have led solution and business-case development, design and proof of concept, then served as Principal Project Manager overseeing other PMs through delivery and maintenance. I have also managed concurrent projects directly as PM and technical subject-matter expert.

  • Scope, schedules, budgets, resources, dependencies, risk, and change control
  • Customer and executive communication, procurement, vendors, subcontractors, and field delivery
  • Testing, cutover, acceptance, operational transition, maintenance, and closeout

Hands-on ownership: I remain capable of resolving design, system, field, and delivery problems rather than only reporting or escalating them.

PEOPLE & PERFORMANCE

Engineering & Technical Operations

Departments, operating models, and economics

I expanded Engineering and created, staffed, and directed companywide Presales and Contracting departments. I built operating models, developed employees into capable specialists, brought Engineering from loss to profitability, and held full P&L responsibility for regional engineering and telecom-construction operations.

  • Hiring, training, mentoring, delegation, resource and capacity planning
  • Intake, assignment, estimating, design review, quality controls, and pursuit-to-delivery handoffs
  • Budgets, pricing, margin, profitability, customer development, and operating strategy

Organizational capability: clear roles and review standards let staff own routine work while I retain authority for complex decisions and escalations.

AGREEMENTS & GOVERNANCE

Contract Lifecycle, Procurement & Risk

Drafting and negotiation through closeout

I created and directed a companywide Contracting department and served as contracting authority across customer, project, vendor, reseller, subcontractor, maintenance, and service agreements. My work included substantive drafting and negotiation, template development, approval processes, and post-award administration.

  • Agreement terms, SOWs, assumptions, exclusions, obligations, and acceptance
  • Cost, margin, schedule, procurement, vendor and subcontractor exposure
  • Amendments, change orders, notices, renewals, and closeout

Decision authority: I developed the substantive business, technical, scope, and delivery positions, with outside counsel engaged selectively for specialized legal review.

Selective organizational engagement

Engineering, Presales & Delivery Workflow Improvement

For organizations with recurring bottlenecks, inconsistent scopes, weak review controls, poor sales-to-delivery handoffs, or overdependence on a few individuals.

Current-state reviewIntake, ownership, review gates, templates, handoffs, and failure patterns.
Operating designRoles, workflows, source control, quality checks, and reusable document structures.
Implementation supportPractical rollout, training, pilot use, and adjustment inside live work.
Operating standards

Greatly accelerated work with direct senior accountability.

I combine disciplined AI workflows, nearly 25 years of technical, business, field, contract, and delivery judgment, and direct ownership of the final output.

Start with the actual need

Role, contract, project, or deliverable—start with the problem that needs ownership.

Send the context, technical environment, current stage, timing, and what is missing. I will identify the most practical next step and whether the right structure is employment, contract, interim, or consulting.
