IRIS: Building an early connected public-safety platform

Vlad architected the original plume-to-field solution, built the Java integration software and created OPS Console. As Project Manager / Senior Project Manager, he remained central through the eight-year program’s development, broadband expansion, deployment, responder training and operation.

Major Public Utility / Program delivery

Engineering and delivering a $13M communications program

Business-case development, substantive contract negotiation, hands-on design / proof-of-concept leadership and Principal PM responsibility through deployment, changes and support.

The program moved a major Southern California utility from analog communications to integrated digital radio and dispatch, with later console expansion enabling home-based dispatch during COVID.

Complex public-sector RFP

AI-Assisted Delivery of a Complex Public-Safety Communications RFP Response

One senior cross-functional lead controlled a 294-page public-sector response, classified and addressed all 554 requirements, integrated system architecture, scope, pricing, contracts, risk and delivery planning, and used controlled AI workflows to produce team-scale output without delegating substantive accountability.

What the examples demonstrate

These are samples, not the limits of my experience across commercial and enterprise systems, public safety and government, utilities and critical infrastructure.

IRIS — create and operate

Original architecture and software, product-team integration, technical project leadership, field systems, responder training and concurrent expansion and support.

Major utility — define and deliver

Business case, contract negotiation, design and POC, Principal PM oversight, implementation, scope changes and post-project expansion.

RFP — own the response

Requirements, system architecture, pricing, contracts, risk and delivery planning—supported by a controlled AI workflow and final human accountability.

Selected evidence of a broader career

The projects do not represent a progression from one specialty into another. Each shows ownership across disciplines; subsequent experience and controlled AI add to that established operating range.
