IRIS: architecture, software, training, field support and operational ownership.

Vlad architected the original plume-to-field mobile GIS capability, developed its Java integration components, created OPS Console and the IRIS training program, helped deliver the regional Wi-Fi, microwave/fiber and digital-video environment, worked hands-on through field deployment and troubleshooting, and later supported the complete mature stack.

One accountable senior operator across the whole problem.

I do substantive work directly, develop people, and establish clear responsibilities, review standards, and escalation paths. Teams, vendors, OEMs, subcontractors, customers, and outside counsel remain aligned around the same scope and delivery commitments. I retain accountability and step into difficult technical, customer, contract, or execution problems when needed.

AI-accelerated throughput: controlled AI-assisted workflows greatly accelerate source review, comparison, research, drafting, and QA. This allows one senior operator to cover work often divided among several proposal, engineering, project, research, and coordination roles without diffusing final accountability.
